The ISB is an unincorporated and arm’s length body made up of a panel of members with experience and expertise in the field of safeguarding. The ISB was formed to provide independent oversight and scrutiny of the work processes of the Archbishops’ Council’s National Safeguarding Team (‘NST’) to ensure that the NST delivers its safeguarding responsibilities. The ISB does not re-open and re-investigate complaints made to the NST; nor does it sit as appellate body. Its function is to provide meaningful and constructive criticism, to make recommendations so as to improve safeguarding, and where appropriate, to expose resistance and backsliding where such recommendations are taken up, but not followed.
